The Exclusive Source for Official New Mexico Laws

For more than thirty years, Lexum has been leveraging its technological expertise to enhance access to official legal information.

In 2018, this mission expanded to the State of New Mexico, when the New Mexico Compilation Commission (NMCC) selected Lexum to modernize NMOneSource®, the online platform bringing together all official laws and court decisions of the State.

The project is powered by Norma, Lexum’s all-in-one platform for legal publishing. Thanks to Norma, the NMCC has streamlined how it organizes, enriches, and publishes its documents—delivering legal information that’s fast to access, simple to navigate, and freely available to all.

Modernizing Access to Legal Information in New Mexico

In October 2018, Lexum was awarded a public contract by the New Mexico Compilation Commission (NMCC) for the online publication of the State’s official laws.

Lexum’s technology was selected to modernize NMOneSource®, the official source of legal information produced by the State of New Mexico.

For more than fifteen years, the NMCC had been providing three distinct services:

  • A website publishing unofficial opinions and procedural rule updates from the New Mexico Supreme Court;
  • A free searchable database containing unannotated statutes at the request of the State legislature;
  • A subscription-based legal research service (NMOneSource) designed for legal professionals.

Over time, the technological infrastructure became outdated and could no longer keep pace with innovations in the legal publishing sector, while the demand for free access continued to grow.

The NMCC therefore issued a call for proposals to modernize its online publishing infrastructure, reduce operational costs, and offer citizens free access to the State’s official legal research platform, NMOneSource.com.

Updating a Complex Legal Infrastructure on a Tight Deadline.

The main challenge was to consolidate several disparate systems while ensuring a complete and reliable migration of data from various formats (Folio View, WordPerfect, MS Word, XML).

The NMCC required a turnkey system, fully operational within six months, corresponding to the expiration of its previous vendor’s contract.

Norma: An Integrated Platform for All New Mexico Law

Lexum developed a web-based publication environment meeting the NMCC’s needs, providing access to:

  • The Constitution of New Mexico;
  • Territorial laws and treaties;
  • Annual and codified statutes (including historical versions);
  • The New Mexico Reports;
  • Informal and unreported decisions from the Supreme Court and Court of Appeals;
  • Court rules (including historical versions);
  • Attorney General opinions.

The project was implemented using Norma, Lexum’s all-in-one platform for publishing legal and legislative information online.

Norma integrates content management, delivery of statutes and case law, and advanced user features such as account management, content alerts, and email notifications.

A custom-built citation parser was designed specifically for New Mexico to automatically link legal citations and support full case law tracking.

Advanced search functionality on NMOneSource.com allows users to identify cases citing a specific decision, using filters by reference, date, and database.

Powered by Solex, Lexum’s search engine dedicated to legal information, NMOneSource now enables users to search and explore the State’s entire body of official legal content within a unified, efficient, and user-friendly environment.

Deployment

To meet the tight delivery schedule, Lexum implemented an accelerated deployment plan:

  • December 2018: On-site mission and planning of deliverables;
  • January 2019: Delivery of a preliminary version;
  • March 2019: Launch of a beta version for existing subscribers;
  • April 2019: Finalization and official launch by the NMCC on May 1, 2019.

This rigorous process ensured a smooth transition with no disruption of service.
