Employment Insurance Board of Appeal of Canada: A New Case Law Database

A New Appeal Body

Every new decision-making body begins building its case law with its first decisions. Making those decisions publicly available is an essential part of its mandate.

Established on April 1, 2026, the Employment Insurance Board of Appeal (EIBoA) is responsible for first-level employment insurance appeals.

Previously, this responsibility rested to the Social Security Tribunal of Canada (SST). With the creation of the Board, the Tribunal continues to hear second-level appeals through its Appeal Division.

To support this new mandate, the Board required a dedicated case law database for publishing its decisions.

A New Source of Case Law

The new database will bring together all decisions issued by the Board. Citizens, representatives and legal professionals will be able to consult these decisions and search a growing collection of case law.

Decisions issued before the Board’s creation will remain available through the Social Security Tribunal of Canada, ensuring continuity in access to employment insurance case law.

Supporting Access to Legal Information

To support this initiative, the Board selected Norma, Lexum’s legal publishing platform.

Norma will enable the Board to organize, publish and disseminate its decisions through a dedicated database designed to meet the needs of tribunals and administrative decision-making bodies.

The new database will complement existing employment insurance legal resources, including decisions of the Social Security Tribunal of Canada, the Federal Court, the Federal Court of Appeal, the Supreme Court of Canada, and the case law available through CanLII.
